No. You only pay per message sent, failed messages aren't charged. The SMS Masking sender ID registration is also free, though the masking permit itself takes 3-14 working days and requires a minimum deposit of Rp 2,000,000.
What's the minimum balance top up?

For new WABA accounts, the first minimum balance top up is Rp 700,000: Rp 500,000 activates your first month's subscription, and the remaining Rp 200,000 lands in your balance so you can start sending messages right away. For Voice, it is Rp 50,000, and SMS Masking registration is Rp 2,000,000.
How many free messages do I get each month?

Each WABA business number gets 1,000 free messages per month. Once that quota runs out, further messages are billed per message by category and destination country.
