No. You only pay per message sent, failed messages aren't charged. The SMS Masking sender ID registration is also free, though the masking permit itself takes 3-14 working days and requires a minimum deposit of Rp 2,000,000.
What's the minimum balance top up?

For new WABA accounts, the first minimum balance top up is Rp 600,000: Rp 500,000 activates your first month's subscription, and the remaining Rp 100,000 lands in your balance so you can start sending messages right away. Once active, subsequent minimum top ups are Rp 100,000. For Voice, it is Rp 50,000, and SMS Masking registration is Rp 2,000,000.
